Job description:
* Assist in defining enterprise-wide projects and designs across multiple IT functional areas. Evaluate the feasibility of the enterprise architecture and technologies related to business change and identify risks associated with eGovernment projects.
* Lead the architecture planning and governance teams who are responsible for defining and maintaining the current technology state, the future state and technology "roadmap".
* Assist in prioritizing and implementing eGovernment projects, improvements Recommend alternative technical solutions, methodologies or strategies
* Lead and support the team for identifying customer needs, reassessing strategic goals, defining re engineering opportunities, conduct studies with potential costs and benefits to support management, and map out business processes and business rules, evaluate specialized tools and solutions to aid in business change.
* Provide support in implementing new policy/procedures, processes, techniques, metrics/models, and other time/cost saving initiatives.
* Work with project teams to transition to a new business process and evaluate the success of the reengineered process.
* Provides daily supervision and direction to projects managers or other project personnel.

Skills:
* Broad working knowledge of information technology that includes ICT infrastructure, distributed hardware and software systems (IBM & Microsoft), Intranet, and Internet technologies.
* Requires a track record of responsibility for managing multiple programs and/or medium to large functional teams. Expertise in two or more technology domains (network/infrastructure, data, applications / middleware).
* Must possess an understanding of multiple operating systems, directory structures and databases, how they relate to each other.
* Should Possess Strong background in process improvement, involving broad based information systems, utilizing tools and techniques to effect business change; business systems analysis experience is desirable.
* The personnel skills necessary to manage a highly talented group of individuals within an extremely fast paced environment. This individual must be able to quickly develop strong working relationships at all levels.
* Proven and superior project management experience.
* Dynamic leadership ability that can develop and energize multidiscipline, high-performance work teams to learn and apply new skills/techniques to business needs.
* Ability to create a high-commitment, high-performing work environment.
* Lead project management and implementation resources for the development of core business capabilities and tools. |
