Job Description General Summary:

Responsible for managing a group of developers with a strong development/operational focus in an area of functional or technical expertise. Manages the activities of individual contributors with accountability for results in terms of costs, strategies and delivery date. Reviews Business Requirements and Functional Designs and then organizes individual contributors with the appropriate skill sets into development work teams to technically build business solutions. Works closely with onshore Development Manager and the business to ensure the development initiatives are prioritized and staffed appropriately. Monitors projects to ensure completion on schedule and within budget. Typically responsible for first level of management with human resource responsibility.

Principal Duties and Responsibilities:

* Perform HR responsibilities as necessary. Ex. Recruit and hire employees and contractors with the appropriate skill sets, complete annual employee performance appraisals.
* Prepares and presents project proposals to users in functional areas. Analyzes the impact of proposals on other groups and helps to establish successful project direction.
* Interact with senior managers and executives to establish broad based technical direction related to applications programming as well as other functional areas.
* Responsible for establishing technical objectives. Communicate short and long-term business goals, ensure that applications programs meet the company standards and analyze return on hardware and software investments.
* Provide guidance to subordinate employees involved in designing, developing and implementing programs for internal functional areas by establishing goals that are aligned with established polices and standards. Identify and recommend changes to established practices and policies that affect subordinate employees.
* Maintain schedules and coordinate activities of the development group to support the priority communicated from the business. Monitor the completion of tasks within time and cost constraints and ensure that business requirements and functional needs are met.
* Research the feasibility of new applications or modifications to existing applications and recommend action. Work with vendors, functional managers to analyze/decide on technology choices.

Required Skills:

Oracle Identity Manager or related Identity Management product.Experience architecting and developing applications using Java\J2EE OR Experience developing with either Visual Studio.NET, C#, ASP.NET, ADO.NET. Experience developing Web User Interfaces using HTML, JavaScript, DHTML, CSS. 1-2 yrs Project Management experience

* Experience managing and working with global teams
* Ability to manage in a matrix environment.

* Technical project management including project effort/cost estimation & project scheduling
* Strong technical aptitude specifically with the development of web-based applications and databases
* Experience using one or more software development life cycle methodologies

* Time management skills
* Demonstrated ability to work effectively in a fast-paced, high volume, deadline-driven environment
* Excellent written and oral communication skills
